Two different roles
Security and stewarding are not the same thing
Licensable security duties are only carried out by personnel holding the appropriate current SIA licence. Unlicensed stewards are deployed for customer service, information, wayfinding and other non-licensable duties.
Getting this split right keeps your event compliant and keeps costs sensible: you pay for licensed personnel where licensed personnel are needed, and for stewards where customer support is what the role actually requires.

How we work out numbers
We do not publish fixed staff-to-attendee ratios, because they are not a safe way to staff an event.
Staffing is based on the event risk assessment, the venue and its layout, expected attendance and demographic, the activities taking place, licensing conditions, and the organiser's own requirements. A seated afternoon event and a late-night licensed event with the same headcount need entirely different teams.
Where a Safety Advisory Group, licensing authority or venue imposes conditions, we work to those conditions. We will tell you plainly if we think a proposed staffing level is not appropriate for the event you have described. See our sectors page for the wider environments we cover.
